Not all versions are the same. PAL had the Mumblers, NTSC had the Gray Children.

Is this an emulator or does this game exist in PC version?

It's... Both, I guess. It's the "Unofficial PC version", but from what I can tell, it's just a PS1 Emulator and the ROM bundled into one .exe.
Intel Dual Core E128 @ 2.00GHz
2GB DDR RAM. Don't remember what it's clocked at.
NVidia GeForce 7050 (Integrated)
Not the best rig ever, but it gets the job done.
