Well, im from Smalltown northeast WI and yeah...some people talk like that, its not a common thing. Noone cares when someone throws out a "dontcha kno?" or a "up der" or "down der" or even, my favorite, "eh?". Were not as notorious as Canadians but were in the north. Big city WI is totally normal, perhaps having the most mild accent of the whole country.
Southern people, now that is noticable.
Same with big city east coast accents (NYC,Bos)

I'm from St. Louis and we have a much milder, but still very obvious, wiscaaaaahnsin accent.

You know what I've noticed? People who are not native Minnesotan cannot do our accent. Just like no body can do Australian accents.
