As far as I am aware, there are two dominant schools of thoughts when it comes to policy and enforcement. You have the people who believe individuals need to be controlled, and that control by force is both moral and necessary. And then you have people who believe that control and force are immoral; there are no exceptions no matter how you justify it. I fit with the later.
Now an appropriate question here would be why these two groups differ in opinion.
