Successfully complete all 42 waves of the co-up campaign, you unfortunately must be a member to access it. You cannot do it on your own to add on to that, and require a partner or teammate.

@jacf6 It is indeed possible to solo Co-op, just you need someone to join and then leave. I did that once as a test, I had a friend join a Co-op game, and he left right when I started so I did it on my own. I managed to solo Co-op with a 2K tech value Flak Aquila. But yes, you require another person if you're talking about STARTING the level.
