This spending binge as you call it began during a republican time of control during the Bush administration and continued for 8 consecutive years. You are confused about history already. Or maay be confusing the bailouts the Stimulus package - two entirely different things. The Bush Administration developed the bailout plans in the Summer/Fall before Obama won the election and took office. Congress approved the plans but they are Republican created plans. Stay true to history and don't drink the Limbaugh kool-aid.
