By people of colour he means blacks. He feels that whites, who are perfectly competent, should step down to give even more opportunities to people who are already given jobs over whites due to affirmitive action. Good plan. We should let people in, not based on their experience or ability to actually do the job, but just because they're not white and that's good enough. He just doesn't want whites in power.

Mr. Lloyd, you're in a position of power. Why don't YOU step down?
White Americans see themselves as just "Americans". They have no racial identity. But blacks, Hispanics etc. are hyphenated Americans. They see themselves first and foremost as "black", "Hispanic" etc. Therefore, their loyalties are not for America as a whole, but for their own group. This is why it is best to have whites in positions of power and not blacks like Lloyd.
