I'm one of the students that built this. The main issue with stability is the overall width of the hovercraft. We were limited with space to build and store it so its 2 narrow causing it to tip over easy so if we were to do it again we would make it alot wider. The steering is controled by a rudder. Yes we have tried this on water.

its more in the nature of hovercraft. turning the body of the craft doesnt do much of anything due to a lack of friction.
no ones really found a practical solution that i know of.

Probably a rotating fan or some sort of counter fan to improve stability is needed. But never the less this thing is pretty well thought out.

Ese aerodeslizador funciona muy bien aunque parece que pierde mucha velocidad cuando da las vueltas.
now to give it a turn radius smaller than a football field :P
