This is paper marbling. Each nation if you will have their own types. Thi one in particular is called 'Ebru Sanati' and is very popular in Turkey.

@chowyulo I could be wrong, but I believe it's marbling inks. They're the same stuff used for that swirly pattern you sometimes see on the inside covers of old books.
