The strange thing is that the graphics look a bit cartoony on some maps, really wonder why.

Insomniac Games decided to give a more cartoony-style to the game, with more saturated colors. Not bad looking IMO. :)

Huh... Is it just me, or does Ratchet seem to have shadows under his eyes?

Yes indeeed. Insomniac has added "self-shadowing" technology, this means that the characters' body will cast a shadow on themselves on some parts of their body, like in real life. :)
