Create New Folder (yeah, another one)

Dude what the heck? I go to create a new folder and I'm not sure what I did but it made my computer crash. So I can't create a new folder now. And I needed to send my computer in to get fixed. It's going to cost me $100 dollars. Please create a more in depth tutorial.
