No, you can't enter the fish-face stars. In fact, the main difference between 1.52 and 2.00 is that the R stages are no longer spread around the world; they actually replace the fish-faces. Which is why the map got mixed up.

Huh, honestly? I think that's pretty lame - I thought it was pretty neat to work on opening the path all throughout the game.
