Sturm is actually Tabithat from Days of Ruin. DoR was set on Earth and after the last mission, Penny says she was alive but she didn't know where. DoR was set before AW1.
The other 3 AW games are on Wars World, not Earth - hence Sturm being the mystery invader from another world.

He also does it when nobody's around, and after a heavy bit of drinking, or on the infrastructure of his own country, or on himself.
The rest of Black Hole tried to stage an intervention, but he called a meteor strike on that, too.
