So the framers of the Constitution and/or the US Supreme Court were supposed to check with Jim McGovern? This is why we have a separation of powers.

Jim McGovern needs to know the difference between "general Welfare" and "Specific Welfare".

The Supreme Court was absolutely wrong in their interpretation of the constitution that led to the striking down the key campaign-finance restriction that bars corporations and unions from pouring money into political ads.

The 5-4 ruling, in the Citizens United v. FEC case, presented advocates of regulation with a major challenge in limiting the flow of corporate money into campaigns, and potentially opens the door for unrestricted amounts of corporate money to flow into American politics.
