I don't think that it's an issue of a trim being too short. The hoof is like a finger nail, what ever you cut off grows back. The hoof trimmer from time to time, when the cow has some sort of infection such as an abscess and has to remove more hoof material than normal, will apply an antiseptic to the area, wrap the hoof with a gauze material and glue a wood/rubber boot to the hoof. The boot helps relieve pressure to the hoof area. I hope this helps.
