That black on the bulb is more than likely the heat from the ballast, referring to the guy below me.

I Used A Standard 15 Watt Ballast, And The Starter Was Somthing I Found Laying Around.

The dark black appears on the ends of fluorescent lamps (including CFLs) when they are approaching their death. What happened with your CFL was the failure of the integrated ballast before the actual bulb part burnt out. That happens sometimes due to various reasons (such as age, which may have been the reason yours went out, as the bulb appears to be several years old).

The electronic "ballasts" used in cheaper lamps are prone to failure, I've had several self-destruct even though the fluorescent lamp itself was still in good condition, fairly new in fact. The failure rate of electronic ballasts for standard fluorescent fittings is also quite high, certainly a lot more than you get with magnetic chokes.
They are more efficient though ...
