I think it's supposed to be ambiguous. A lot of the fear in 1984 was that there was no way of telling whether or not Big Brother or his opposition even existed.

When I read 1984 I assumed that Goldstein was a complete fabrication, like ComradeOglivy.
Was I wrong or is it just ambiguous?

"Goldsteins" don't have to be good, they just have to be scapegoats. For example bin Laden could be seen as Goldstein, even though he's an evil fuck.
