It wasn't a question of whether or not the NVA was willing to give up. The NVA wasn't the only people fighting the US. It was also the citizens of Vietnam. The enemy in Vietnam and Iraq is NOT just one big organization where killing or capturing key members suddenly means everyone stops fighting. If the NVA had surrender the war would still have gone on. Look at Iraq. The Iraqi military surrendered five years ago and the US is still there and troops are still getting killed.

Where was the United States BEFORE the sinking of the Lusitania and BEFORE the bombing of Pearl Harbor, while the rest of the world was fighting WW1 and WW2? Are you trying to make up for coming late to those conflicts by being especially prompt with WW3? Also, being Canadian, I don't grasp the significance of 27 Feb 1933.
