Hinkley is where that bloke built and then finally sold the flat that he had converted to look like the interior of a Star Trek Next Generation ship set. So it has got some previous proof that scifi sets can be utilised there.
The Selfridges building in Birmingham however does look Scifi. The discs on the side could all charge and up and then fire beams at the rotunda, which would then concentrate and focus them, then fire it into the sky as a beam weapon.

being born Loughborough I totally agree, Doctor Who should set an episode there, or at least consider Peterbroough (where I currently live) they city is over due an alien invasion.
I dont see a need for a Whobase however, and im sure UNIT has bases all over England.
