American or Japanese, doesn't matter, if you play with O.Sagat you automatically have an advantage over the rest of the cast...

@Ikeban Essentially "Soft Ban" implies that there is a sort of unspoken agreement in which the character being soft banned (In this case, O. Sagat) is to not really be chosen. Of course there is no actual ban on using the character so he is technically fair game, I believe selecting him though is looked down upon. This is all from heresay however, because I've never really experienced the Japanese tournament scene first hand.

This is not true. Many Japanese players still look down on O. Sagat, few people play him, meaning few Japanese players are prepared for the amount of O. Sagat use in the US. This is also true for Claw to some extent.
