I've been working on an assembler and emulator for the DCPU-16 for a while. It supports most of the current specifications, including current hardware specs and the current DCPU spec, 1.7. It's playing a version of Snake which I did not write or modify at all, available at http://0x10co.de/fqtld.
Distinctive features:
- The monitor does not update anything unless it actually needs to. It watches relevant areas of DCPU memory for changes and updates as needed.
- Supports an integrated assembler + emulator mode which shows various register values as they update, and the assembler and emulator can be used a separate command line tools.
- When the emulator is run standalone, via command line, it does not create a window unless it has to, and only when it has to. A window is only created if a hardware interrupt is sent to either the monitor or keyboard

Missing features:
- The assembler has some issues and is pretty inflexible.

The lag at the beginning is due to recording in glorious native resolution 1080p.
The source code for this is available on Github: https://github.com/bgs100/DCPU-16

Edit (6/4/12): Added PICK support to assembler.
Edit (6/7/12): Added throttling to 100 khz.
Edit (6/9/12): Added palette support to monitor.
