No, the point he clearly makes is that, unfortunately, the US Constitution does not say what the Govt "must do on your behalf". Then he becomes ambiguous and meditates that the courts themselves won't do much in the current legal frame, because "there's the separation of powers".
And finally, he hints at legislative changes as the single solution which might overturn previous impediments (read: current US Constitution) to his ultimate goal of "wealth redistribution".
