I'll admit it, I went from 70-something sneak to 100 by putting a book on top of the playstation controller, which held down the stick so that my character was constantly moving forward. I then took him to a place where someone was nearby (I used the enchanter-merchant in White Run.) I placed my character in the corner, and he sneaked into the corner behind the person all night while I went to sleep. I woke up to 100 sneak. I hang my head in shame! But it works.

It's High Hrothgar, you go to it really early in the game, unless your some fool that doesn't follow the main quest line.

Can you use healing hands on them to get up your restoration too?

You Can do this with atronachs too.
