It is important to note that all land will be used in one way or another to a certain extent. Rather than simply allowing industries to "own" the land/acquire it through leases, they should pay premium prices to borrow the land and be billed for its use quarterly(if not more often), and penalized for its misuse.
If these industries we rely on, then our reliance needs to be changed. Taxing oil/gas industry would in effect encourage consumers to look elsewhere for needs.
