    The idea behind this technology is that you can transmit a message to many people at the same time over a relative large distance while using as little space as possible. Something typical for a cramped Japanese environment.

    It would be nicer if it was infrared, but cameras in consumer electronics have special filters to block infrared.

    Having a big blinking dot on your advert might not be a good idea, because the eyes of the customer would be drawn to the blinking light, failing to attract attention to the message in the 3 seconds window of opportunity. Also if the blinking light is big enough it might cause epileptic episodes in people with epilepsy.
