It's because people are less likely to molest children or express their fetishes dangerously if they have a harmless outlet to do so, like the manga.
I had to this report on pornography for school, and I found that countries where sex and porn are more acceptable and readily available, like in Holland, have lower rates of sexual crimes than places that don't. Even states in the US that have low rates of internet access tend to have higher rates of rape.

Dearmrice japanese uniform skirts are not that much shorter the girls roll them up to make them look that way here are some schools that have kind of jumper dress thing for their uniform and that's specifically so the girls can't roll the skirts up
