The character model's remind me of megaman legends.

Yeah, animated face expressions.

They worked pretty good with Megaman Legends because the came almost looked cel shaded. It works fine in this game too. Better to have expressions on the faces than one blank look.

I don't see how Tsugumi could be a Sakura ripoff like someone posted before.

Her design is doesn't copy a thing from Sakura beside being a teen, and her fighting style is way different.

Tsugumi and Toji deserve to be in some KOF indeed.

Tsugumi Sendo is actually a ripoff of Sakura Kasugano. In other words, she sucks.

I wish Tsugumi was in a KOf game too. It will be very hard to compete against "ninja boobs" Mai Shiranui though. There is a syaing with why people won't play KOF XII. They say "No Mai, No Buy". She's a good character but that is no reason to avoid an entire game just because a character is missing. Almost everyone had a couple of favorite characters absent in KOF XII. Sad really....
