I think you might be misunderstanding the terms. "Paleo" means OLD or ancient ( like the Paleozoic Era of the dinosaur age)
Thus, the term Paleo-Conservative means "old conservativism" or "original conservatism." Ronald Reagan was a paleo-conservative as is Pat Buchannan today.
Neo-Conservatism (or "New Conservativism") is actually far more liberal than Paleo-Conservatism. Neocons were largely Jews that took over the Republican party in the 90s. They are pro-war & pro-illegal immigration.
