My tekken 2 ver.B board i bought was deemed as working 100% when i bought it, however i cant seem to play the game and the screen flickers like crazy when i flip the dipswitch for the options

I assume if i can adjust those settings (i dont know what ones, the options just flicker and i cant press any buttons it just doesnt detect them, same when i insert a credit to play the game!)

- no sound, i assume if i insert a credit (and it detects it) it will play the music and i will be able to play the game!

Any help will be appreciated, i have no idea what to do, i've cleaned the bored, contacts, do i need a kick harness for the buttons to work? Do i need a cabinet that has a test switch built into it and access the options from there?
