He's obviously mistaking a PSL for an SVD. Since only about a hundred SVD's were imported, each one goes for plus or minus 10k whenever the owners decide to sell them.

The only SVD I've ever seen with a price tag on it and actually held in my hands was an Accuracy International rifle. I don't know where that particular company is from. I've seen price ranges from $650-$1200. However I haven't been looking all that hard...

Any decent gun shop will have or can order one in CA. It will have a "bullet button" or a fixed magazine though. (easily fixable)

An SVD doesn't cost $8,000. My cousin bought one in Arizona for $1,100 plus tax and fees. I don't know what kind of jewel encrusted rifle you have been pricing haha.
