Surely it works on the more basic level of using hyperbole to show a perhaps more real image of the mastermind (Fry) and the Figurehead (Laurie). The mastermind twists the arm of the helpless figurehead to get what he wants and the figurehead is blamed. Take the suicide bomber sketch with these characters. Though the suicide bomber is blamed surely the mastermind is behind it all.

@magrev69 , Why it is the classic message of the clash between political idealism and being ethical , Neddy's character stands for the stereotypical character of Childish innocence , and Jack , the manipulator . This stereotypical encounter explores something which is already well known , I really felt sad for Neddy !
