i got this and gave marneus a new green stuff helmet that took 4 hours to carve to make it look like a super eagle helmet

Umm if you like close combat then yeah. You could also do a Blood Angels army if you like CC.

another question, can you have normal tactical marines, and paint them templar style? but still have bolters and such?

Of course. You can have any type of unit in any chapter unless it is a special character of a certain chapter or it is specifically stated that a unit can only be used in a certain chapter. For example, Marneus Calgar can only be used in an Ultramarines army, and High Marshal Helbrecht can only be used in a Black Templar army. But things like Tactical Squads, Terminator Squads, and tanks can be used in any chapter that you want.
