Where I live in Florida the police have an 8 percent clearance rate on burglaries. They totally fail to solve over 90 percent of the thousands of burglaries every year. But they sure are good at writing tickets. The police are largely revenue generators for the state and are often useless when real crime takes place. It's almost like you have to watch out for the criminals and the cops and sometimes, there's just no difference.
