Hi, I'm guessing that cat had surgery, thus, the cone.
mine had one too, after a spay.
guess what? They arent supposed to be outdoors with the cone, for like almost 2 weeks after surgery. the cone usually comes off within a couple days, so, that would mean this cat JUST recently had the surgery, and not only is it outside and having "excercise"(which isnt allowed either after a couple days either) but its FIGHTING. potentially putting it at risk so soon after. shame on you. IDIOTS.
