In the old days, and I'm talking 100 years ago, ND was the only school with a good football team. Now, LOTS of schools have good football teams.
If you're a talented athlete, would you want to go to school in South Bend, IN?
Of course not.
And the Catholic church is a disgrace, so that's not a big consideration.

@stevis12 Notre Dame accepts ALL religions. They have such a bad rap of being up tight Catholics, but truly they are open to all people and all cultures.
