Tel Aviv is not an Arabic city, never was and never will be. It was created in 1909 in order to become "The First Hebrew City of The Modern Times". Its Arabic name is تل أبيب (pronounce "Tal Abib"), and it has one because the second official language of Israel is Arabic, so every city got its Arabic name too.
Palestine is the name of the area of Israel, Gaza Strip and Judea and Samaria ("West Bank"). It was never a state and had nothing to do with Arabs.
