Well actually a great portion of it was filmed in Russia because they set up all these "colonies". Which is why portions of the film look futuristic and the other districts look to be circa late 1800's. They filmed most everything in the mid 1980's as a sociological experiment. For the past decade or so "Hollywood" enjoys using holographs to make faces appear to be the same person even if they are not.
