@moh10ly The format of the command is
"Wireless Network Connection" is the name of your lan card on the control panel, static is the type of configuration, 192.168.1.99 << the Static IP address.
255.255.255.0 is the subnet mask.
192.168.1.254 is the gateway.
1 is the metric config

This doesn't change the IP address unless you have a DHCP server somewhere. Plus your NIC DHCP should be enabled in order to obtain IP but to to configure a proper batch that will give you an IP address which you want as Static place the following command line into a notepad and then save to changeip.bat and then run it as administrator..

About the file, it does work exactly as to how the OP says, if you're backwards and try and make it happen outside that, expect failure!
