    Using annuals makes you possibile to do it again and again, every year.

    That's what I do in my country.

    In this way, Citizens comprehend that they could (should!) do the same for their own interest.

    Planting a perenial (e.g. a tree) would not invite anyone to take care of it.

    Great Idea but I would say they whole shebang would be stolen and sold for drug money within hours. somebody earlier posted who would steal plants? The same people who steal manhole covers to metal dealers. Thier does appear to be some ignorance to poverty and drug dependence in many area's of the uk.
