If by uptown you mean harlem, then it's possible. but you cant generalize New York as a whole from one bad area.
Every city has bad areas. And once again, it does NOT change the fact that NYC is the SAFEST CITY IN THE US.

oh yea and i also heard that in rochester newyork there is alot of gang activity and violence and its kinda dangerous.

OK OK my last argument is that i have a cousin that lives in uptown Manhattan and he tells me all the time that there are people on the streets doing drugs and robberies taking place and literally no one speaks English.

It is still incorrect. Look, every city has crime and drugs, im not gonna deny that, but to state it as if it's a MAJOR problem is just incorrect.
I've walked around manhattan numerous times, and I've yet to be even looked at strangely bu anyone.
Manhattan is perfectly safe.
