Wind Turbine Shadow Flicker Impact

The shadow flicker impact on buildings within the vicinity of the wind farm is going to be significant. These buildings include the prison at Gartree where flickering light through a single window light source is going to be very disturbing.
Sensors can be used to turn off the turbines when shadows cross over buildings but this would mean that these turbines would not be turning for a significant amount of time per year (i.e. between beginning of November and end of January) and would therefore not be efficient. Surely a more suitable site away from buildings can be found.
