The popular thing is for dancers to come one by one so that the soloist knows who to follow.
Dancers get excited and people come in twos or threes...The stick is there so that things don't get out of hand. ...sometimes it gets like a mosh pit without any policing.

The guy in the shirt is like a Dundunba moderator. He is there to keep things flowing and help maintain respect. The next person he hands the scarf to is the next person in line to dance. He chases folks off with a stick who are trying to cut in line in front of another dancer. Chasing with a stick is a common empty threat and comic relief in Guinea as all Guinean children grow up with martial punishment and respond to discipline with a stick. Just a cultural difference.
