Timothy McVeigh Photofit Trace Proof

This video shows how the photofit picture of Timothy McVeigh released by the FBI was traced from a photograph. By only copying, pasting and scaling we can see that the accuracy of the photofit to the photograph is remarkable. Which then begs the question, if you have a photograph of your suspect, why trace it and release it as a photofit?
You don't need me to outline the ramifications of this.
It proves prior knowlege by the FBI.
I suggest you pause the video near the end as the composite is about 50/50 and take a step back from the screen. It's one and the same. No question.

You shoulda scaled the drawn photo larger before slicing it up. Then you wouldn't have had to scale the slices. None the less. Fascinating. I'm curious though, and have tried to find the answer, when was the actual photo on the right taken?
