Wow he was driving in the right lane while a police officer was in his car and not standing on the side of the road......the police officer is an idiot for writing a ticket. He had clear view? That truck in front of him was a bit big, he must have amazing eye sight to see through trucks. he was going slower than the other cars, because they were gaining on him, he should have been in the slow lane.

They law says to move over or slow down for emergency vehicles on the side of the road. Apparently the Governor believes that laws do not apply to him!
