@rubixspoly I agree - red tape and lack of resources are THE biggest reason for that. That and people tend to be lazy - take the easy way out. It's easier to slap a label on someone, due to some pre-set criterion, rather than take it on a case-by-case basis. Bureacracy is THE biggest threat to our justice system.
