Listening to this video I understand the problem but there is another side to this. The effect of stopping/making things harder for spammers also affect persons with a low budget to make a living on internet. The direction this takes is that everything will cost more money and you will get less results from the money you spend. The level of success will rise very high because methods that worked before but doesn't work now will still be found in articles and videos.That goes for new stuff also.

Because they would need staff to do it, in which they would have to pay. I'd rather pay a few people to make an automatic service, than to pay tens of thousands of people to moderate a site. Also you'd need people in charge of those, and it'd get too complex and expensive.
