Creepy strange sound

I have no idea what this can be.

One thing I forgot to mention was that this sound change frequency. it could go up or down by 3-5 mhz. It would slowly slide back and forth in a period of 20 minutes. As you can hear it stops and starts sometimes. Sometime the pause would be long as 4 minutes.

people all over get these signals i think its just old radio satelites that arent used anymore :/

the only one that i cant figure out is the russian signal that only appears once a year at a certain date /:

perhaps its data being transmitted over the air... so it might be a designated data channel... i get them all the time whilst scanning the air.
