The SF 49ers want Santa Clara to subsidize their new stadium. Santa Clara's City Charter requires public bidding to select a contractor for projects built with public funds. The 49ers want to select their own contractor. Normally, this would have required a Charter change. Only the people can vote on Charter changes. The 49ers are afraid that 2 ballot measures (one to change the Charter, one to subsidize the stadium) are less likely to pass. So they colluded with CA Sen. Alquist to get a state law passed that eliminates the public bidding requirement.
