I wouldn't really know if this is a common theme in a circus or not (probably for clown acts or something), but this song is a popular classical tune called "Flight of the Bumble Bee." So popular, in fact, that it's been remixed countless times in many popular media - video games included. This goes for Aero as well as several entries in the Parodius series.
