Sometimes junctions are in OSM as cross-roads rather than double-T intersections. JOSM can un-glue the ways (create extra nodes, all at the same spot), then you can re-align the nodes so the intersections are where they belong. Then you can merge the nodes at one T and join the node to the way at the other T.
