I don't even see how people assume he's stoned. He just mumbles because he's got a lot on his mind and he's trying to get through what he wants to say. It's almost like a cultural side effect of growing up in Ontario. Potheads and the simple minded can't wrap their heads around it.

I wouldn't be surprised if Norm smoked a lot of weed as a youngster(or still does.) Not because he is slow or stupid but he doesn't seem to care what anybody thinks of him(which is cool) and he does talk in that way that does sound a bit like a stoner(but I think that is just him being himself which is "funny.")
